The Performance Scheme is one of the main elements of the second package of the SES legislation.
Under
this, the National Supervisory Authorities (NSAs) of European States
have to submit 'performance plans' for air navigation services by the end of June 2011.
The plans must describe and justify the State's ANS performance for the relevant period. They will include binding performance targets in the
key performance areas of capacity and cost efficiency. For many NSAs,
such planning has not previously been part of their responsibilities.
Helios is currently helping the Irish NSA with the production of its first National Performance Plan.
