Strategy support on global datalink deployment

Context
The lack of a coordinated global roadmap for datalink has lead to investment uncertainty for ANSPs and airlines. A clear and strong case is needed at State and regional levels, taking account of the International Civil Aviation Organisation's (ICAO) datalink-relevant Aviation System Block Upgrades, to encourage datalink use. Helios was asked to provide SITA with an overview of data link planning and deployment processes at ICAO and regional level to support subsequent SITA business development activities.
Role of Helios
Helios provided a high level description of international planning and deployment processes with respect to data link. The focus was on ICAO but other international organisations and initiatives that influence data link deployment were also identified.
A region-by-region analysis was also provided, covering regional context, current implementation, regional influences and commercial opportunities for data link.
Results
Whilst several mature regions, including North America, Europe, and Japan, have Air Traffic Management (ATM) improvement programmes requiring datalink in place, there are many regions that don't. These regions still largely rely on ICAO to promote and drive progress. The focus of Helios' work for SITA was on the less mature regions and specifically the plans and processes they have in place for the deployment of data link. The report has helped SITA develop a global view and to cement their planning activities.
