Despite many telecommunications applications and services converging on the use of IP, the number of different technologies is ever growing, especially in the mobile and wireless domain. Understanding the differences between these technologies is important for businesses concerned with their roll-out and operation; for regulators whose function it is to deliver a vibrant, competitive market; and for end-users for whom the selection of a suitable solution can be a bewildering experience. Operators range in size from the truly global to niche players providing service into a specific market segment. Selecting the right technology requires the balancing of many conflicting factors such as functionality, cost, flexibility, capacity and coverage. Understanding how subscribers’ usage is likely to develop and how best to address several markets with similar requirements can make the difference between making short-term returns on investments or having a long-term sustainable business. For regulators, decisions which may affect operators’ abilities to implement the right business case (for example through tying in release of radio spectrum to a specific technology) may impede market development rather than support it and may result in a sub-optimum or outdated solution. Liberalisation, technology neutrality and spectrum trading are ways in which operators can be encouraged to innovate; however realising these ideals can be significantly more complex than public perception suggests. For end-users, striving to understand which solution best meets their business needs, the differences between the range of technologies on offer can be difficult to penetrate. In many cases, there may not be a single solution which delivers all of the necessary functionality and it may be that the relatively short telecoms lifecycles are incompatible with longer procurement cycles. Determining the right mix of solutions both now and into the future, as well as establishing means to take advantage of evolutions in technology therefore become important yet complex necessities.
